The Vision of OKC Metro Alliance, Inc. is to provide hope, dignity and care for those who choose to recover from substance abuse through Firstep or the Public Inebriate Alternative Program.

Our Mission

To assist Oklahomans who want to recover from (Alcohol and drug) substance abuse by providing (months) long-term residential work recovery through FIRSTEP and to offer alternatives to incarceration through the operation of the Oklahoma City Police Department’s Public Inebriate Alternative.

Jennifer Francis
Jennifer FrancisExecutive Director

Jennifer Francis, Executive Director has 14 years of experience in mental health and substance abuse services, and six years of service with OKC Metro Alliance, Inc. Prior to her role as Executive Director, Ms. Francis served as the Director of Women’s Firstep, and, at the beginning of her tenure, as the Director of Clinical Programs for Men’s and Women’s Firstep. In addition to improving programming and daily operations of Firstep, Ms. Francis helped create on-site GED/HiSet classes for residents, an art program funded through donations and generous support from the Oklahoma Art League, and directed numerous book club sessions through Oklahoma Humanities Let’s Talk About it, Oklahoma. Before her tenure at OKCMA, Ms. Francis worked in Community Mental Health in case management for seven years. During this time Ms. Francis was the program manager for Adult Case Management Services and Specialized Case Management programs and contracts serving individuals with diverse and challenging backgrounds. It was during this time that an awareness of inequalities and biases in the criminal justice system in Oklahoma and the nation began, andthis continues today with advocacy for change in these areas.Ms. Francis has a Bachelor’s degree in Art History from Oklahoma State University and a Master’s degree in Psychology (Art Therapy) from Emporia State University in Emporia, Kansas. During her graduate program, Ms. Francis had a career-changing practicum working with adults and adolescents in recovery from substance abuse. At the Sims-Kemper Institute in Topeka, KS Ms. Francis was immersed in 12-step groups and the tenets of recovery, which ignited a fervor that still exists. Ms. Francis is trained in Dialectical Behavioral Therapy (DBT), the Addiction Severity Index (ASI) and is a Question Persuade Refer (QPR) Gatekeeper trainer, a program which proactively addresses suicide prevention.
